1986 federal review

The U.S. Government Accountability Office reviewed the use of federal foster-care funds for youths placed at Rite of Passage in 1986. The report described California county placements, tribal licensing arrangements, and federal questions about whether the Nevada facilities qualified for title IV-E reimbursement.
