Electrical Stimulation Devices
The U.S. Food and Drug Administration issued a final rule in 2020 banning electrical stimulation devices used for self-injurious or aggressive behavior, but the ban was overturned after litigation. In March 2024, the FDA proposed a new ban, stating that the devices presented unreasonable and substantial risks.
Judge Rotenberg Center is central to the issue because it has been identified in public reporting and FDA materials as the only facility in the United States still using these devices for that purpose. Disability-rights groups, including the Autistic Self Advocacy Network, have campaigned for years under the "Stop the Shock" banner.
